Top soil is potting medium generally used as a filler soil to replace lost surface layer soil in outdoor use. It is also used as the base for soil mixes.
It is recommended not to use top soil by itself as a potting medium as it does not have good drainage and aeration properties with a loamy texture. Mixing in potting medium with high drainage and aeration properties such as burnt earth and charcoal will improve usability.
